No person shall be nominated or elected as a member of the Council:-
(a) Non-Nepal citizens,
(b) name removed from the register,
(c) Unable to pay the creditor's debt, falling into debt,
(d) Convicted for three years or more for corruption, extortion, human trafficking and trafficking, sale, distribution and exportation or importation of narcotic drugs, money laundering, organized crime, wildlife trafficking, passport misuse, kidnapping offenses or other criminal offenses showing moral turpitude or any other criminal offense Such a decision is final with a sentence of more imprisonment,
(e) Mental balance is not right,
(f) Obtained a permanent residence permit of a foreign country.
